The Contractor Empanelment Architecture: Protecting Consumer Capital
Under the PM Surya Ghar framework, solar installers cannot simply operate as unregulated handymen. To be designated as an "Empanelled Vendor" on the National Portal, an engineering company must complete rigorous technical screening and deposit substantial financial security with the state electricity distribution utility.
1. The Performance Bank Guarantee (PBG) Shield
Every empanelled contractor is legally required to furnish a Performance Bank Guarantee (PBG) ranging between ₹2,50,000 and ₹10,00,000 depending on their operational tier and jurisdiction. This bank guarantee remains locked with the DISCOM for a period of five years.
If an installer fails to honor their mandatory 5-year free maintenance warranty, abandons an incomplete rooftop installation, or installs substandard non-DCR modules that cause a subsidy rejection, the DISCOM has statutory authority to encash the contractor's bank guarantee to compensate the aggrieved homeowner.
2. Mandatory Model EPC Agreement
Before any physical installation begins on your rooftop, the empanelled vendor must execute a formalized agreement with you that specifies:
- The exact brand, wattage, and ALMM serial numbers of the photovoltaic panels.
- The inverter manufacturer, continuous rating, and warranty terms.
- Hot-dip galvanization specifications of mounting structures (minimum 80-micron zinc coating).
- A clause affirming that the vendor assumes full liability for procuring the DISCOM net meter and commissioning certificate.
5-Step Empanelled Vendor Vetting Protocol for Homeowners
- Verify National Portal Registration: Always verify that the vendor appears in the active empanelment directory on
pmsuryaghar.gov.infor your specific DISCOM zone. Never accept third-party sub-contractors who are not directly empanelled. - Demand BIS & ALMM Component Certifications: Inspect the manufacturer serial numbers on each photovoltaic panel delivered to your site. Verify they match the MNRE Approved List of Models and Manufacturers (ALMM) and carry genuine Domestic Content Requirement (DCR) certification.
- Inspect Mounting Structure Galvanization: Request an ultrasonic coating thickness gauge or mill test certificate proving that the structural steel mounting frame has a minimum 80-micron hot-dip zinc coating to withstand 25 years of corrosion.
- Ensure Dedicated Chemical Earthing Pits: Insist on 3 separate chemical earthing pits (one for the array structure, one for the inverter/ACDB, and one for the lightning arrester) with earth resistance certified below 5 Ohms under IS 3043.
- Execute Formal EPC Model Agreement: Sign the standardized tripartite model contract defining system performance warranties, free on-site maintenance frequency, and DISCOM liaison milestones before paying any upfront advance.
Hidden Unethical Fees to Avoid
Be cautious of unscrupulous contractors attempting to charge unauthorized ancillary fees outside the agreed turnkey quotation:
- "Net Meter Liaisoning Surcharges": Empanelled contractors are contracted on a turnkey basis; processing paperwork with the local DISCOM junior engineer is included in their service fee. Demanding ₹5,000–₹15,000 as an unofficial "expedited meter charge" violates MNRE rules.
- "Subsidy Processing Cuts": The Central CFA subsidy is sent directly from the Ministry via DBT to your personal bank account. Vendors have zero legitimate role in receiving or deducting subsidy funds.
- Substituted Inverter Brands: Ensure that the inverter installed on your wall is the exact tier-1 brand (with built-in Wi-Fi and anti-islanding) specified in your quote, not a downgraded unbranded alternative.
