Statutory SLA Timelines & Consumer Escalation Protocols
Under the Electricity (Rights of Consumers) Rules issued by the Ministry of Power, electricity distribution utilities are legally required to process rooftop solar net metering applications within strict, time-bound service level agreements (SLAs). If your application languishes at an administrative stage, knowing the formal grievance hierarchy ensures your file progresses.
Mandated 3-Stage Regulatory Escalation Protocol
- Tier 1: Sub-Divisional Officer (SDO) / Executive Engineer (EE): If technical feasibility approval or the site inspection is delayed beyond 15 business days, issue a written grievance quoting your PM Surya Ghar National Portal Application Number to the local subdivision engineer.
- Tier 2: Consumer Grievance Redressal Forum (CGRF): Established under Section 42(5) of the Electricity Act 2003, each utility maintains an independent quasi-judicial CGRF forum. Consumers can file a petition without hiring legal counsel. Utilities face statutory daily penalties for non-compliance.
- Tier 3: Electricity Ombudsman: If the CGRF fails to issue a binding directive within 60 days, consumers have the statutory right of appeal to the State Electricity Ombudsman, whose orders carry legal weight equivalent to a civil court ruling.
The 6-Step Statutory DISCOM Interconnection Workflow
Every residential grid-tied rooftop solar installation follows an identical regulatory workflow governed by Central Electricity Authority (CEA) guidelines:
- Online Application & Sanctioned Load Verification: The consumer registers on the PM Surya Ghar National Portal and selects their local DISCOM and consumer account number (CA / K-Number). The DISCOM automated system verifies connected load compatibility within 3–5 working days.
- Technical Feasibility Approval (TFA): The DISCOM field subdivision inspects local distribution transformer (DT) loading. If cumulative solar capacity is under the 70%–80% cap, TFA is issued within 15 business days.
- Vendor Contracting & System Erection: The homeowner selects an empanelled vendor and signs the model agreement. The vendor completes physical civil, structural, and electrical installation within 20–30 days.
- Work Completion Report (WCR) Submission: The vendor uploads photos of the installed array, inverter serial numbers, DCR certificates, and earthing test reports to the DISCOM portal.
- Joint Site Inspection & Net Meter Synchronization: DISCOM engineers visit the premises, verify anti-islanding disconnect safety, install the bidirectional smart net meter, and synchronize the solar plant to the public grid.
- Commissioning Certificate & DBT Release: The DISCOM generates the digital Commissioning Certificate on the National Portal. The central server triggers direct benefit transfer (DBT) of ₹78,000 to the homeowner's bank account within 30 days.
Formal Escalation Notice Template for Consumers
If your DISCOM subdivision fails to conduct the site inspection or install your bidirectional meter within the statutory 15-day SLA, submit this formal escalation letter in duplicate to the Superintending Engineer:
Subject: URGENT ESCALATION - Breach of Statutory SLA for Solar Net Meter Installation (Application No: [Your PM Surya Ghar ID])
Respected Sir/Madam,
My residential rooftop solar system (Consumer No: [Your Consumer No]) was physically completed on [Date], and the Work Completion Report was submitted on [Date]. Under Section 11 of the Electricity (Rights of Consumers) Rules, the mandated SLA for joint inspection and meter installation is 15 days.
As of today, [Number] days have elapsed without grid synchronization. This delay causes ongoing financial loss in ungenerated clean solar units. Kindly direct the concerned sub-division to install the bidirectional meter within 5 working days, failing which this matter will be formally escalated to the Consumer Grievance Redressal Forum (CGRF) with a claim for statutory compensation.
Sincerely,
[Your Name & Contact Number]
