Navigating the administrative steps for getting solar approval in Maharashtra can seem daunting. This guide provides a detailed walkthrough of applying through the **MSEDCL (Mahadiscom) Solar Portal** and linking it with the national PM Surya Ghar platform.
Phase 1: Online Registration & Feasibility Request
Before purchasing any solar panels, you must obtain a **Feasibility Approval** (Technical Clearance) from MSEDCL:
- Go to the National Solar Portal and register using your state (Maharashtra), DISCOM (MSEDCL/BEST/Adani/Tata), and your **12-digit Consumer Number** listed on your utility bill.
- Submit the technical feasibility request, specifying your target system size (in kW), phase (Single Phase vs Three Phase), and mounting configuration.
- The application is routed to your local MSEDCL section office. The Junior Engineer (JE) evaluates if the local transformer has sufficient capacity. If approved, the **Feasibility Certificate** is issued online (usually within 7-10 days).
Phase 2: Installation and Vendor Contracting
Once feasibility is approved, you have 180 days to complete the installation:
- You must contract an empanelled solar installer registered in Maharashtra.
- The system must use DCR-compliant solar panels and grid-tied inverters from the ALMM list.
- The vendor must install safety protections (like ACDB/DCDB boxes, earthing rods, and lightning arrestors).
Phase 3: Work Completion & Net Meter Installation
After the physical installation is complete, the vendor submits the **Work Completion Report** online:
- Upload photos of the system, matching invoices, and DCR certificates of the modules.
- Submit the net meter testing request. If you purchased the meter privately, submit the lab test report.
- An MSEDCL inspector visits your roof to verify wiring safety and signs the **Joint Inspection Report (JIR)**.
- MSEDCL installs the bi-directional meter, commissions the solar plant, and updates the consumer category in their central system.
